So my headcanon at least is that everyone assumed it's a 'nobody's, maybe Zeus's back in the old times' thing and hence didn't investigate the whole 'who controls the furies' angle any further, while in reality it's not specifically Zeus's power but was his because he was in charge at the time. To me, this correlates well with another point mentioned above, about how Athena can do it because she is in charge.
